Someone recently asked me , "What is a strategic plan?" A strategic plan is a document developed by the community to create shared vision, define priorities, and establish objectives. It includes a vision statement, a description of the community's goals and strategies, and the specific actions the community commits to take to achieve those goals.

The strategic plan must answer four key questions: 1) Where are we now? 2) Where do we want to be? 3) How will we get there? 4) How will we measure our progress?

Jacksonville's strategic plan will reflect goals and objectives in the areas our citizens have declared as top priorities: Education, Economic Development, Quality of Life, Infrastructure, and Leadership.
